For more than 25 years, he has advised utilities, system operators, and policymakers on market structure, regulatory strategy, and distributed energy integration.

Tom’s recent work focuses on bridging wholesale and distributed systems, enabling greater participation from distributed energy resources in wholesale markets and advancing market frameworks that support a more flexible, resilient power grid.
